Where you file the transfer
Through ADEQ's online OWN Portal — Pinal does not process transfers locally.
Fee: $70 per parcel, paid to ADEQ.
Pinal also publishes its own Presale Inspection Form for Septic Systems.

What's different here
- Septic sits under Community Development, not a health department — the opposite of most peer counties
- Well-permit review is tied to septic for parcels of 5 acres or less
- Waste haulers are permitted at the county level
